Permissions Post
Phoenix has an item called a magatama. With this, Phoenix can tell if someone he is speaking to has something to hide, or is lying. Locks and chains will appear around the person that only the holder of the magatama (that is, Phoenix) can see. All this means is that Phoenix knows that the person is lying/hiding something, and the locks can only disappear once the person is able to reveal the truth on their own terms. Phoenix cannot force the person to reveal the truth, but he will probably try to interrogate the person into revealing any secrets they have about the particular subject.
Other permissions for Phoenix are listed below as a reference for your characters.
OOC Permissions
Backdating: I'm totally fine with it.
Threadhopping: I'm also fine with it, unless this is a super-important plot thing. If you're unsure, just ask me.
Fourth walling: Minor fourth wall breaking is okay if it's IC for your character. Nothing major, though. The exceptions are fourth wall events and memes.
Offensive Subjects: I'm totally fine with it.
IC Permissions
Hugging: Sure, you can try it, but Phoenix is probably going to think it's awkward.
Kissing: Same as above, but Phoenix will attempt to avoid it.
Flirting: Go ahead, but Phoenix may either A. be oblivious, B. Attempt to ignore it, or C. Be weirded out.
Fighting: Phoenix is not a fighting guy and will attempt to avoid it at all costs. If you pick a physical fight with Phoenix, he will attempt to get out of it. In the worst case scenario, he would retaliate with poor self defense. But he is not going to pick a physical fight with anyone, unless they attempt to injure/kill someone close to him, in which he would attempt to defend that person.
Injury: Sure, Phoenix can be injured. He's probably not going to injure someone else unless it falls into a scenario above, though.
Death: Phoenix isn't going to kill anyone unless it's a defense scenario. And I don't want Phoenix to die. So just ask first? I'll probably say no, but it doesn't hurt to ask. (On memes and stuff though I'm cool with anything.)
Sex/Rape: Phoenix probably isn't going to sleep with anyone that easily unless the CR calls for it. So just ask me first. As for rape, I'm fine with Phoenix being the victim of it if your character is a rapist type of person. Just ask first.
Telepathy/Mind Reading/Mind Control: If your character can read minds, then go ahead and read Phoenix's. If they're reading a plot-important thing, though, just ask first. Same thing with mind control; give me a heads up.
Hacking: If your character is good at hacking, then go ahead. Depending on what information you want to hack, just ask first.

Can Phoenix use his magatama on your dudes? YEAH
Can Phoenix attempt to draw the truth out of your dudes if locks appear? He can TRY. But Ocelot probably has hundreds of psyche locks. Or scary black ones. He is that terrifyingly ridiculous.
